Second Quarterly Meeting

𝐋𝐨𝐨𝐤: The Office of the Secretary to the Sanggunian successfully conducted its 𝑺𝒆𝒄𝒐𝒏𝒅 𝑸𝒖𝒂𝒓𝒕𝒆𝒓𝒍𝒚 𝑴𝒆𝒆𝒕𝒊𝒏𝒈, focusing on continuous improvement, collaborative planning, and performance review.

𝐊𝐞𝐲 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬:

• 𝑺𝒆𝒎𝒊𝒏𝒂𝒓 𝒆𝒄𝒉𝒐 – Participants shared essential learnings and insights from recent trainings and seminars to promote knowledge sharing within the office.

• 𝑴𝒐𝒏𝒕𝒉𝒍𝒚 𝑪𝒐𝒏𝒗𝒐𝒄𝒂𝒕𝒊𝒐𝒏 𝑷𝒓𝒐𝒈𝒓𝒂𝒎 𝑨𝒔𝒔𝒆𝒔𝒔𝒎𝒆𝒏𝒕 –  The office expressed gratitude and appreciation for the successful conduct of the recent monthly convocation program held last April 7, 2025, recognizing the collective effort that made it meaningful and impactful.

• 𝑷𝒍𝒂𝒏𝒔 𝒂𝒏𝒅 𝑨𝒄𝒕𝒊𝒗𝒊𝒕𝒊𝒆𝒔 – Upcoming initiatives and office engagements were discussed to ensure strategic and timely implementation.

• 𝑼𝒑𝒅𝒂𝒕𝒆𝒔 – The meeting also covered office matters and relevant developments to maintain smooth coordination and communication among staff.

This quarterly gathering reflects the Office’s ongoing commitment to excellence, accountability, and innovation in local governance.

𝐋𝐎𝐎𝐊: The Office of the Secretary to the Sanggunian welcomed a group of BSIT 3 students from Philippine Countryville College, Inc. on April 22, 2025, for an interview and consultation in relation to their Capstone Project titled: “𝗜𝗻𝗱𝗶𝘃𝗶𝗱𝘂𝗮𝗹 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗖𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗥𝗲𝘃𝗶𝗲𝘄 (𝗜𝗣𝗖𝗥) 𝗳𝗼𝗿 𝗣𝗖𝗖 𝗙𝗮𝗰𝘂𝗹𝘁𝘆 𝗮𝗻𝗱 𝗦𝘁𝗮𝗳𝗳.”

The students sought to gain a deeper understanding of the goals, implementation, and challenges associated with the IPCR process. Through a meaningful dialogue, the Office shared relevant insights and best practices drawn from our experience in public sector performance management.

This initiative was conducted with the guidance of Program Head 𝘔𝘴. 𝘈𝘱𝘳𝘪𝘭 𝘑𝘦𝘢𝘯 𝘝𝘪𝘭𝘭𝘢𝘴 and the approval of Project Advisor 𝘔𝘳. 𝘞𝘪𝘭𝘧𝘳𝘦𝘥𝘰 𝘝𝘪𝘭𝘭𝘢𝘴.

We are honored to support academic initiatives that promote real-world learning and research. The Office commends the group for their professionalism, curiosity, and commitment to academic excellence.

The conference brought together Secretaries to the Sanggunian, Mayors, Vice Mayors, Councilors, City and Municipal Officials, and Legislative Staff from all over the Philippines for four days of learning, collaboration, and innovation in public service.

Proudly representing Bukidnon were delegates from the 𝐁𝐮𝐤𝐢𝐝𝐧𝐨𝐧 𝐋𝐞𝐚𝐠𝐮𝐞 𝐨𝐟 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐞𝐬 𝐭𝐨 𝐭𝐡𝐞 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧 (𝐁𝐋𝐄𝐒𝐒) 𝐈𝐧𝐜., including 𝐌𝐬. 𝐊𝐫𝐢𝐬𝐲𝐧𝐭𝐡𝐢𝐚 𝐑𝐚𝐪𝐮𝐞𝐥 𝐂𝐚𝐛𝐢𝐧𝐭𝐚-𝐏𝐚𝐝𝐞𝐫, Secretary to the Sanggunian from the Office of the Secretary to the Sanggunian – Maramag, Bukidnon and also the current President of the said organization. Her presence, along with other dedicated public servants from the province, underscored BLESS' commitment to enhancing local legislation and governance.

𝐋𝐎𝐎𝐊: The 𝘚𝘱𝘦𝘤𝘪𝘢𝘭 𝘔𝘦𝘦𝘵𝘪𝘯𝘨 𝘰𝘯 𝘉𝘶𝘥𝘨𝘦𝘵 𝘗𝘳𝘦𝘱𝘢𝘳𝘢𝘵𝘪𝘰𝘯, 𝘚𝘶𝘣𝘮𝘪𝘴𝘴𝘪𝘰𝘯, 𝘢𝘯𝘥 𝘙𝘦𝘷𝘪𝘦𝘸 𝘗𝘳𝘰𝘤𝘦𝘴𝘴 𝘧𝘰𝘳 𝘓𝘰𝘤𝘢𝘭 𝘎𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘜𝘯𝘪𝘵𝘴 𝘰𝘧 𝘉𝘶𝘬𝘪𝘥𝘯𝘰𝘯, held last April 10–11, 2025 at Hotel Monicon, El Salvador City, gathered key representatives from various LGU offices—alongside the united presence of the Bukidnon League of Secretaries to the Sanggunian (BLESS) Inc., with active participation from all 20 municipalities in the province.

Organized by the Provincial Budget Office in partnership with the Budget Officer’s League for Development – Bukidnon Chapter, Inc., the event highlighted the importance of inter-office collaboration, aiming to strengthen shared understanding on budget processes, timelines, and compliance standards vital to effective local governance.

With a convergence of individual expertise and institutional commitment, the meeting became a hub for the exchange of best practices and emerging fiscal strategies.

The meeting aimed to equip LGU representatives with essential knowledge and updates in budget formulation and review, further promoting efficient and transparent fiscal management in the province.

MUNICIPAL WOMEN'S CELEBRATION DAY

This year's Women's Month Celebration highlights women's achievement in paving the way for women's advancement and empowerment amidst major challenges bearing the theme:

This special day was made even more meaningful as it brought together OSS staff and their families for a moment of gratitude, relaxation, and camaraderie.

The event was filled with exciting activities for everyone to enjoy, creating cherished memories in the company of loved ones. Adding a bittersweet note to the celebration, the day also served as a farewell party for a beloved coworker, Ms. Archie Mae G. Sanchez, who is moving on to new opportunities, making it an emotional yet meaningful conclusion to a remarkable year.

𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐇𝐚𝐥𝐥, 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠, 𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟗, 𝟐𝟎𝟐𝟒 – The entire Legislative Building Family—comprising the Office of the Vice Mayor, Sangguniang Bayan Office, Office of the Secretary to the Sanggunian—came together for a fun and festive gathering.

The celebration began with a lively short program that set the festive tone for the day. This was followed by an exciting series of parlor games and a thrilling raffle draw, filling the air with fun and anticipation.

The highlight of the event was the exchange of gifts, where heartfelt surprises brought joy to all participants. To cap off the celebration, Noche Buena packages featuring Filipino-style spaghetti sets were distributed, spreading the warmth of the season to everyone’s homes.

As the year closes, we look back on this wonderful celebration with warmth and gratitude. Here’s to carrying the spirit of togetherness and joy into 2025!

The Office of the Secretary to the Sanggunian (OSS) recently attended and facilitated the Bukidnon League of Secretaries to the Sanggunian (BLESS) meeting in a festive Christmas Party held at the luxurious Pearlmont Hotel in Cagayan de Oro City on December 5-6, 2024.

The event was a delightful celebration filled with joy and laughter. Secretaries from various municipalities in Bukidnon gathered to enjoy a sumptuous dinner, exchange gifts, and strengthen their bond. The evening was also highlighted by a DIY Christmas Hat Contest, exciting parlor games and a captivating Christmas program.

Ｌｏｏｋ: The Sangguniang Bayan members of the Municipality of Don Carlos, Bukidnon recently visited the Municipality of Maramag last December 2, 2024 to learn from its best practices in local legislation, which have significantly contributed to the municipality's development.

Maramag’s consistent recognition as a regional and national finalist in the Local Legislative Award (LLA) makes it an ideal benchmark for other LGUs. This consistent recognition highlights the municipality's dedication to public service, innovation, and sustainable development.

BLESS Regular Monthly Meeting 

The Office of the Secretary to the Sanggunian attended and facilitated the regular monthly meeting of the Bukidnon League of Secretaries to the Sanggunian (BLESS) on November 22, 2024, held at Bukidnon Brew Cafe, Malaybalay City, Bukidnon. The meeting was spearheaded by Ms. Krisynthia Raquel Cabinta-Pader, Bukidnon Chapter President.

One of the agenda was the technical review of  appropriation ordinance by the Sangguniang Panlalawigan and Provincial Budget Office. The discussion was led by  Atty. Apollo A. Maguale, Secretary to the Sangguniang Panlalawigan and Ms. Alexandra June E. Medrano, representative of Atty. Hollis C. Monsanto, Board Member, 2nd Legislative District, Chairman of the Committee on Appropriations. The technical review sparked a lively and engaging discussion, with attendees actively participating in the process.

The Province of Bukidnon's localized Local Legislative Award (LLA), known as the Excellence in Local Legislation (ExceLL) 2024, reached a pivotal moment on November 7, 2024, as the Provincial Assessment Team conducted the awaited on-site validation.

Following their initial success in the October 21-23 assessment, the 15th Sangguniang Bayan of Maramag and Barangay Panadtalan underwent a simultaneous on-site evaluation led by Ms. Glenda Hope A. Beley, DILG South Cluster Head, alongside a select team of provincial experts. The presence of Hon. Atty. Maribeth Estrella-Lopez, Vice Mayor; Hon. Atty. Jose Joel P. Doromal, Municipal Mayor; and the 15th Sangguniang Bayan members added significance to the event, underscoring Maramag’s commitment to legislative excellence.

During the validation, Maramag demonstrated outstanding performance, reinforcing their dedication to outstanding governance.

The Office of the Secretary to the Sanggunian conducted a pre-assessment in Barangay Panadtalan on October 29, 2024 in preparation for the upcoming on-site validation scheduled for November 7, 2024.

This collaborative effort served to congratulate Barangay Panadtalan on its impressive performance and selection as a finalist, while also providing essential guidance for the next phase of evaluation. During the pre-assessment, the office reviewed the specific documents and Means of Verification (MOVs) required for the on-site validation, ensuring the barangay is well-prepared to present a comprehensive record of their accomplishments.

Barangay Panadtalan earned its place in the top ranks based on an initial document review conducted via online from October 21 to 23, 2024, recognizing its commitment to exemplary local governance practices.

October 25, 2024 | The Office of the Secretary to the Sanggunian (OSS) attended and facilitated the regular monthly meeting of the Bukidnon League of Secretaries to the Sanggunian (BLESS), held at Bukidnon Brew Cafe, Malaybalay City, Bukidnon. The meeting was spearheaded by Ms. Krisynthia Raquel Cabinta-Pader, Bukidnon Chapter President. The gathering provided a platform for in-depth discussions on strengthening local legislative standards.

The aforementioned meeting highlights the much anticipated localized Local Legislative Awards 2024 for cities, municipalities and barangays. Ms. Frances Clare L. Alamban, representing DILG-Bukidnon, led an engaging discussion on the guidelines and priority measures for the said event.  Notably, the meeting highlighted technical strategies for the upcoming on-site evaluation, which will rigorously review the official documents and accomplishments of the current set of local officials, covering the period from January 2023 to December 2023.

Estrella-Lopez, engaged in a virtual orientation regarding the criteria for the Local Legislative Awards CY 2024. This localized implementation is an initiative by the Provincial Government of Bukidnon in collaboration with the Department of the Interior and Local Government (DILG), which aims to acknowledge the outstanding performance of local sanggunians in developing responsive policies and achieving various other significant accomplishments.

Following our incredible success as the LLA 2023 regional champion and national nominee, we’re excited to implement the new guidelines and aim even higher this year. Let’s keep the momentum going!

The Office of the Secretary to the Sanggunian attended the BLESS Monthly Meeting last Friday, September 27, 2024, hosted by Ms. Excel Therese Talaba, SB Secretary of the Municipality of Quezon, Bukidnon, at their Legislative Building’s Session Hall. Guests were warmly welcomed and escorted to the Session Hall by the legislative staff.

The meeting was honored by the presence of Hon. Clyde Joseph Baguio, one of their councilors, who delivered a heartfelt welcome message.

The Office of the Secretary to the Sanggunian, along with the Vice Mayor's Office and Sangguniang Bayan Councilors, participated in the 𝗟𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗶𝘃𝗲 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 2024, held at Manuel Resort, Piñan, Zamboanga Del Norte, from September 17-20, 2024, hosted and facilitated by the OSS Office.

This event, along with its series of activities, provided a valuable opportunity for bonding, creating experiences, and building memories that will be cherished and remembered for years to come.

The Office of the Secretary to the Sanggunian proudly took part in the 3-day on-site seminar training titled "𝙇𝙚𝙖𝙙𝙚𝙧𝙨𝙝𝙞𝙥 𝙏𝙧𝙖𝙞𝙡𝙨 𝙤𝙣 𝙄𝙣𝙛𝙤𝙧𝙢𝙖𝙩𝙞𝙤𝙣 𝙏𝙚𝙘𝙝𝙣𝙤𝙡𝙤𝙜𝙮: 𝙀𝙢𝙥𝙤𝙬𝙚𝙧𝙞𝙣𝙜 𝙄𝙣𝙣𝙤𝙫𝙖𝙩𝙞𝙤𝙣 𝙬𝙞𝙩𝙝 𝘾𝙤𝙣𝙛𝙞𝙙𝙚𝙣𝙘𝙚 – 𝙎𝙩𝙧𝙖𝙩𝙚𝙜𝙞𝙚𝙨 𝙛𝙤𝙧 𝙋𝙚𝙤𝙥𝙡𝙚, 𝙏𝙚𝙘𝙝𝙣𝙤𝙡𝙤𝙜𝙮, 𝙖𝙣𝙙 𝘿𝙖𝙩𝙖 𝙎𝙚𝙘𝙪𝙧𝙞𝙩𝙮," held from September 4-6, 2024, at Hotel De Susana, Bagontaas, Valencia City, Bukidnon. The event was facilitated by the Civil Service Commission - Regional Field Office X.

Representatives from various offices of LGU Maramag also attended, with active participation from the HRMO head, Ma'am Luzel S. Masucol - HRMO V.

The office participated in the early morning parade at Maramag Centro and attended the main program held at the Maramag Gymnasium last September 3, 2024.

The Office of the Secretary to the Sanggunian attended the BLESS Monthly Meeting last Friday, August 30, 2024, at the new Sangguniang Bayan Building Session Hall in Don Carlos, Bukidnon. The event and venue were sponsored by the SB Secretary of Don Carlos, Mrs. Joan Allene R. Cavalida-Lorejo, with the full support of her office staff. Mrs. Cavalida-Lorejo personally welcomed the guests and gave them a generous tour of the new offices.

The first part of the program was attended by the Don Carlos Vice Mayor, Hon. Jude D. Palmada, along with Sangguniang Bayan Members, Hon. Marivic R. Montesclaros and Hon. Kert Lean N. Cabadonga. They expressed their sincere gratitude to BLESS for choosing their municipality as the meeting venue and for the opportunity to personally connect with the members. The second part of the program featured the BLESS meeting, where all agenda items were thoroughly discussed, leading to a successful conclusion.

The Office of the Secretary to the Sanggunian attended the regular BLESS Monthly meeting at MGG Resort, Sitio Lumagwas, Barangay Adtuyon, Pangantucan, Bukidnon. The venue was graciously sponsored by the SB Secretary of Pangantucan, Sir Jerome Borres, and the event was honored by the presence of the Pangantucan Municipal Vice Mayor Hon. Manolito Garces, Municipal Councilor Hon. Edward Hernandez, and Former SB Secretary of Pangantucan, Sir Danilo Mangayan.

The Sangguniang Bayan of Pangantucan warmly welcomed their guests with generous hospitality, filled with recognition and appreciation, during the first part of the program. Following this, the second part of the program focused on discussing the agenda items.

The meeting concluded with a productive discussion, which will continue to be addressed in future sessions.

BARANGAY COACHING COMPLETION - 20 BARANGAYS OF MARAMAG

𝑪𝒐𝒏𝒈𝒓𝒂𝒕𝒖𝒍𝒂𝒕𝒊𝒐𝒏𝒔 𝒕𝒐 𝒂𝒍𝒍 20 𝒃𝒂𝒓𝒂𝒏𝒈𝒂𝒚𝒔 𝒐𝒇 𝑴𝒂𝒓𝒂𝒎𝒂𝒈 for successfully completing the Office of the Secretary to the Sanggunian Barangay Coaching seminar-workshop on "Barangay Empowerment: Strengthening Parliamentary Procedures and Systems Enhancement"! This initiative focused on enhancing local legislation and governance by empowering local barangay legislators with fundamental knowledge of legislative measures and parliamentary procedures.

The seminar-workshop provided valuable insights and practical training aimed at improving the effectiveness and efficiency of local governance. Participants gained essential skills in drafting resolutions, ordinances, and implementing local ordinances to conducting transparent and accountable meetings, and fostering participatory decision-making processes within their communities.

We commend all barangay officials and barangay secretaries, and staff for their dedication to continuous learning and commitment to serving their communities with excellence. The Office of the Secretary to the Sanggunian attended the BLESS Monthly Meeting last Friday, April 26, 2024, at 9:00 AM at Uno Business Hotel & Cafe in Valencia City, Bukidnon.

The main highlight of the meeting was the sharing of experiences from each municipality's Barangay Newly Elected Officials (BNEO) event. Most of the secretaries expressed that the time allocated for the BNEO event was insufficient, considering its importance for each barangay to enhance and learn.

Overall, the BLESS meeting concluded successfully after productive discussions on the agenda items.

The Office of the Secretary to the Sanggunian, alongside the Vice Mayor's Office, Sangguniang Bayan Office, Municipal Circuit Trial Court, and Public Attorney's Office, sponsored a lively Convocation Program for the month of April, 2024. The program featured Accomplishment Reports from each office, followed by a message from the Municipal Vice Mayor Atty. Maribeth E. Lopez. After the official proceedings, a hilarious early birthday celebration was held for the Municipal Mayor Atty. Jose Joel P. Doromal. The celebration included comedic  intermissions, humorous video presentations, and funny gifts that filled the hall with laughter throughout. Mayor Doromal expressed his gratitude to the municipality's workforce, which later brought him to an emotional state, wishing his late parents could witness his achievements. The event concluded on a high note, with active participation from all involved. To God be the Glory! Maanyag Maramag!

The Office of the Secretary to the Sanggunian of Maramag, Bukidnon attended the "𝘿𝙄𝙂𝙄𝙏𝘼𝙇 𝙍𝙀𝘾𝙊𝙍𝘿𝙎 𝙈𝘼𝙉𝘼𝙂𝙀𝙈𝙀𝙉𝙏" Seminar held at Goldberry Suites & Hotel Cebu Barangay Pusok, Lapu-lapu City which was hosted and coordinated by PRN Quality Training and Seminar Links Inc. last February 5-9, 2024 with the Speaker/Mentor 𝗗𝗮𝗻 𝗥𝗶𝗰𝗸𝘆 𝗢𝗻𝗴, 𝗔𝘀𝘀𝘁. 𝗦𝗕 𝗦𝗲𝗰 𝗼𝗳 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗣𝗮𝗻𝗴𝗹𝘂𝗻𝗴𝘀𝗼𝗱, 𝗕𝗮𝗴𝘂𝗶𝗼 𝗖𝗶𝘁𝘆 sharing his knowledge in using MS Access to digitize paper related works to make things easier and more accessible in this modern age of technology.

This event commenced with a parade from the Municipal Plaza, in Maramag Centro, concluding at the Municipal Gymnasium where the main program took place with the Theme: "Empowering Public Service in the Upcoming Decade: Cultivating Agile and Future-Ready Public Servants."

The main focus of the meeting was to rectify and enhance the BLESS By-Laws, with the intention of unveiling these revisions to the members during the next monthly gathering.

Last July 28, 2023, the Office of the Secretary to the Sanggunian participated in the BLESS Monthly meeting, which took place at the sponsored venue: MGG RESORT in Lumagwas, Adtuyon, Pangantucan, Bukidnon. The event was organized by Pangantucan SB Secretary Jerome B. Borres, and it received substantial backing from the municipality, resulting in a successful meeting.

Last April 26, 2023, the Secretary to the Sanggunian of Maramag Bukidnon Ms. Krisynthia Raquel Cabinta-Pader, took oath as one of the Board of Trustees of the Philippine League of Secretaries to the Sanggunian Region 10 at the Sanggunian Panlalawigan with the Regional Comelec Chairman and the Sangguniang Panlalawigan Secretary Atty. Apollo A. Maguale.
